Northgate Completes Expedited Closure at Former Railyard in San Jose, California

Northgate successfully negotiated site closure and on October 2, 2007 obtained No Further Action (NFA) for the Former Union Pacific Railroad Site in San Jose, California. Using a risk-based mitigation program, and integrating remediation with redevelopment grading activities, Northgate saved the client tens of millions of dollars.

The site was the main rail yard and maintenance facility in San Jose for steam and diesel locomotives from the late 1800s until the early 1990s. After railroad operations stopped, the site remained largely vacant and unused because of significant chemical impacts. Under the San Francisco Bay Regional Water Quality Control Board’s oversight, Northgate completed environmental characterization and remediation activities and received the NFA within a 3-year period. The project is a key aspect of the City of San Jose’s downtown revitalization effort.

Northgate Participation in Environmental Law Conference Panel

Northgate President and Principal Hydrogeologist Deni Chambers was selected to present at the 2006 California State Bar Association’s Environmental Law Conference at Yosemite National Park. The panel will discuss the Environmental Protection Agency’s new All Appropriate Inquiry Rule, and the challenges these changes will pose to consulting firms.

The 2006 Environmental Law Conference was held on October 19-22, 2006, and is nationally recognized as one of the largest and most prestigious gatherings for the leaders in environmental, land use and natural resources law.

Centex Homes, City of Henderson
Redevelopment of Large Industrial Site

Northgate is assisting with the redevelopment of an approximately 2,200-acre parcel located in Henderson, Nevada. The property was first developed during World War II and was the world's largest magnesium plant. Later, the site was used as disposal ponds for chemical and titanium manufacturing resulting in a mixed waste stream of heavy metals, radionuclides, pesticides, chlorinated solvents, perchlorate, and high total dissolved solids in soil and groundwater. Site remediation will be challenging, as the cleanup program needs to meet residential cleanup standards. An estimated 2 million cubic yards of soil is planned to be removed from the parcel. Logistically, remediation present further challenges due to the presence of existing nearby residential developments and the Las Vegas Wash, which flows into Lake Mead, a major water source for the Southwest.

Following remediation, construction of the master-planned development will occur, including parks, schools, trails, housing, and a business district. The Site is the largest brownfield project in Nevada and the City of Henderson anticipates that the project will revolutionize the downtown area and provide much needed housing for those employed in Henderson and Las Vegas.

Former Oakland Army Base, City of Oakland
Redevelopment of Base Realignment and Closure Site

Northgate is working for the Oakland Base Reuse Authority to complete pre-design investigations, develop remedial designs, and perform cleanup for several contaminated areas of the former Oakland Army Base. Remedial activities involve close cooperation with the Port of Oakland, the State of California, and U.S. Environmental Protection Agency. Remedial technologies to be implemented include ex-situ stabilization and disposal of oily and acidic waste, and in-situ treatment of chlorinated volatile organic compounds in groundwater. Northgate is performing selected cleanup activities on a fast-track basis to meet future redevelopment plans.

San Jose Market Center, City of San Jose
Significant Revitalization Effort

On behalf of Cousins Properties, Northgate is performing environmental and geotechnical engineering and oversight and construction management during the redevelopment of an approximately 39-acre former rail yard in San Jose, California for use as a retail shopping center with restaurants and office space. The project is a key aspect of the City of San Jose's downtown revitalization effort. The site was the main rail yard and maintenance facility in San Jose for steam and later diesel locomotives from the late 1800s through the 1990s. For many years the site remained largely vacant and unused. Northgate characterized site environmental conditions, assessed geotechnical engineering aspects of the site, developed geotechnical design crtieria, and is currently overseeing all environmental and geotechnical aspects of the project during construction. Northgate also prepared a Risk Management Plan, which was approved by the Regional Water Quality Control Board, to address residual chemicals in soil at the site to protect future construction and commercial/retail workers and the public.

Tourtelot Cleanup Project, City of Benicia
Munitions and Explosives Cleanup

Northgate's Tourtelot Cleanup Project for the 220-acre portion of the former Benicia Arsenal marks a milestone for the environmental restoration and home building industries. On June 23, 2004, the California Department of Toxic Substances Control certified, for the first time, the cleanup of a former munitions and explosives site for unrestricted residential use, allowing development of residences and open space. This project required close cooperative effort with the California Department of Toxic Substances Control, the California Regional Water Quality Control Board, the United States Army Corps of Engineers, the California Department of Fish and Game, and the City of Benicia. A partnership of two of the nation's oldest and most respected homebuilders is already building, marketing, and selling new homes on the property.

Yosemite Slough, City of San Francisco
Wetlands Restoration Project

Northgate has been contracted by WRA Enviromental Consultants, under a grant by the California State Parks Foundation, to conduct environmental investigations and to assist in the design of a wetland habitat restoration at the Yosemite Slough. The State of California has identified Yosemite Slough, which was historically part of the tidal marshes and mudflats in San Francisco Bay, as a high priority site for restoration as part of the Candlestick Point State Recreation Area. The project design more than doubles the area of tidally-influenced wetlands in the slough, and provides a nesting island for special status shorebird species, transitional and upland areas as buffers for sensitive habitats, public interpretive trails, and public use areas with an environmental education center. Northgate has completed the environmental investigation of chemically impacted soils and is working with WRA and the San Francisco Regional Water Quality control Board to create a significant wetland habitat in an urban environment. Constraints affecting the restoration design include adjacent property ownership issues, contaminated slough sediments and fill material on the site, and existing infrastructure, such as sanitary sewers and interference with exisitng utility lines. Palo Alto Medical Foundation Facility, City of San Carlos
Turnkey Redevelopment Project

Northgate provided the Palo Alto Medical Foundation (PAMF) with turnkey real estate transfer services, including an environmental site assessment and remedial action plan, prospective purchaser agreement, and environmental insurance policies to manage liabilities and facilitate redevelopment of a 30-acre site in San Carlos, California. The site has been used for research and manufacturing of electronic components since the mid-1950s. These activities resulted in the release of chemicals to soil and groundwater at the site, including volatile organic compounds and metals. Northgate developed a comprehensive plan designed to achieve unrestricted future use of the Site, consistent with PAMF's plans to build a medical facility at this location. Remediation of the site soil and groundwater will include excavation, treatment and disposal as well as enhanced bioremediation.
