Exit Strategy and Site Closure
Northgate stands at the forefront of developing exit strategies for legacy sites. We work closely with our
clients to develop strategies that manage future liabilities and enabling site closure.
Northgate’s record of success with expedited closures is a testament to the strong relationships our staff
have developed with the regulators over the years. Through preparation of strong technically defensible
approaches, Northgate has gained significant trust with local, state and federal regulatory agencies.
We work inclusively with regulators so that and they share in our project successes.
Northgate staff have refocused or closed the following sites over the past decade:
Alameda Catalyst Redevelopment Project NO FURTHER ACTION PENDING, 2007
Most significant downtown Alameda redevelopment project.
Oversight: Alameda County Health and San Francisco Regional Water Quality Control Board (RWQCB).
Northgate expedited closure in 2 years.
Santana Row, San Jose, California NO FURTHER ACTION, 2005
Model Brownfields redevelopment project.
Oversight: California Department of Toxic Substances Control (DTSC).
Northgate expedited closure in 3 years.
Former Defense Site in Benicia NO FURTHER ACTION, 2004
First DTSC-Approved unrestricted residential land use for a munitions and explosives and chemical cleanup site. *Northgate received a Putnam Award from City of Benicia.*
Oversight: California DTSC (lead) and RWQCB.
Northgate expedited closure in 4 years.
Former Solano County Sanitary Landfill NO FURTHER ACTION, 2003
Favorable settlement on 100’s of litigation cases with homeowners. *Northgate received a Putnam Award from City of Benicia.*
Oversight: California DTSC (lead) and RWQCB.
Former Alameda Shipyard (Marina Village) NO FURTHER ACTION, 2003
Favorable resolution to leave moderate levels of contaminants in place and integrate long-term management plans based on exposure risks with future land use decisions.
Oversight: Alameda County Health Department and RWQCB.
GE/Siemens Federal Superfund Site SITE REFOCUS, 2001
Refocused remedial activities for client, resulting in significant reductions in scope and costs for project. Evaluated resource consumption (including water and energy as it is related to remediation)
to present to agencies in support of further reductions in an effort to balance remedial efforts at this Superfund Site.
Oversight: U.S. Environmental Protection Agency and RWQCB.
Siemens Sunnyvale Superfund Site EXIT STRATEGY/ SITE REFOCUS, 1999
Refocused site cleanup to source area. Eliminated client responsibility for offsite remediation. Containment zone established for off-site area.
Oversight: San Francisco RWQCB and U.S. Environmental Protection Agency.
Former Industrial Park State Superfund Site, Santa Clara, California SITE CLOSURE, 1998
The International Minerals and Chemical Corporation used this 38-acre site for industrial activities for more than 80 years. Significant chemical impacts were remediated successfully for residential redevelopment.
Oversight: California DTSC.
Alviso Ring Levee Federal Superfund Site SITE CLOSURE, 1998
Oversaw closure of a 2-mile long earthen levee that contained naturally occurring asbestos. Community outreach efforts were a key component of project success.
Oversight: U.S. Environmental Protection Agency.
City of Santa Clara Maintenance Yard NO FURTHER ACTION, 1998
Based on future land use considerations, received no further action to leave LNAPL in groundwater beneath former maintenance yard. Decision based on long-term risk management program.
Oversight: Santa Clara Valley Water District.
